Why does the AEC allow people to vote twice and then publicly doesn’t disclose it?

In the recent round of estimates I asked the AEC if they had real time recording of people voting to prevent people from voting twice. 

They are installing it but still allow people to vote twice on the condition they sign a declaration, (presumably saying they haven’t voted twice?) which is then sorted out later???? 

What sort out later means is also anyone’s guess. 

What’s just as concerning is that the AEC don’t report the number of people voting twice. If it’s immaterial then disclose it, it’s not good enough that the number of people voting twice isn’t disclosed publicly. The AEC can’t accuse people of being crackpots but then fail to disclose just how much double voting is taking place.
